Biodiversity Net Gain Metric and Habitat Management Plan
The mandatory 10% biodiversity net gain assessment and habitat management plan required for all new planning permissions in England from February 2024 (major) and April 2024 (minor). Uses the DEFRA Biodiversity Metric 4.0 to calculate pre- and post-development biodiversity units. The HMMP creates a 30-year legal obligation for habitat management, secured by s.106 agreement or Conservation Covenant and registered on the Natural England BNG Register.

Building Regulations Compliance Declaration
The compliance declaration required from the client, principal designer, and principal contractor before Building Control can issue a completion certificate. In force since 1 October 2023 for all building work in England. Each dutyholder must declare that they fulfilled their Part 2A duties. A false declaration is a criminal offence under the Building Act 1984. HRBs have additional requirements through the BSR.

Overheating Assessment Record (TM59 / Approved Document O)
The overheating assessment record required for all new residential buildings in England under Approved Document O (in force June 2022). Documents compliance via the simplified method or dynamic thermal modelling to CIBSE TM59 criteria, including living area and bedroom temperature thresholds, mitigation measures, and solar shading calculations. Must be completed at design stage and recorded before the completion certificate.

Planning Conditions Discharge Record
A register tracking every planning condition attached to a permission through to formal discharge. Covers pre-commencement, during construction, and pre-occupation conditions with trigger stages, discharge application dates, LPA decisions, and compliance status. Breaking ground before discharging pre-commencement conditions is a breach of planning law and the LPA can issue a stop notice.

Section 278 / Section 38 Highway Agreement Record
A record tracking Section 278 highway improvement agreements and Section 38 road adoption agreements with the Local Highway Authority. Documents design approval, agreement negotiation and execution, bond details, LHA inspections during construction, maintenance period, and formal adoption. S278/S38 agreements take 3-6 months to negotiate and must be executed before highway works commence.
