Toolbox Talk — Noise and Vibration
A toolbox talk on noise-induced hearing loss and hand-arm vibration syndrome (HAVS).

1. Silent Dangers that Cause Permanent Harm
Noise-induced hearing loss and Hand-Arm Vibration Syndrome (HAVS) are two of the most common occupational diseases in construction. Both cause permanent, irreversible damage. The Control of Noise at Work Regulations 2005 and the Control of Vibration at Work Regulations 2005 set clear exposure limits and require employers to take action long before those limits are reached.
For noise, the Regulations define three action levels. The Lower Exposure Action Value (LEAV) is a daily or weekly personal noise exposure of 80 dB(A) — at this level, employers must make hearing protection available and provide information and training. The Upper Exposure Action Value (UEAV) is 85 dB(A) — at this level, hearing protection zones must be established, hearing protection is mandatory, and health surveillance must be provided. The Exposure Limit Value (ELV) of 87 dB(A) must never be exceeded (measured at the ear, taking account of hearing protection).
For hand-arm vibration, the Exposure Action Value (EAV) is 2.5 m/s² A(8) and the Exposure Limit Value (ELV) is 5 m/s² A(8). HAVS develops gradually through repeated use of vibrating tools — symptoms include white finger (blanching of the fingertips), tingling, numbness, and loss of grip strength. Once established, the damage is permanent and progressive even if exposure stops.
Hearing loss is permanent and irreversible — there is no cure
Unlike many workplace injuries that heal over time, noise-induced hearing loss is permanent. The damage occurs to the hair cells in the cochlea — once destroyed, they do not regenerate. Workers often do not notice the gradual loss until it is severe. By the time a worker struggles to hear conversation or develops tinnitus (constant ringing), the damage is extensive and irreversible. Prevention through exposure reduction and hearing protection is the only effective measure.

3. Common Mistakes
Removing hearing protection when the noisiest tool stops
Workers often remove hearing protection as soon as the loudest tool in the area stops. However, other tools and activities in the area may still exceed 85 dB(A). Hearing protection must be worn at all times within a designated hearing protection zone, regardless of which specific tool is operating. The zone is defined by the overall noise environment, not by a single source. Removing protection for even short periods significantly reduces the effective protection over the shift.
Incorrect earplug insertion
Foam earplugs must be rolled into a thin cylinder before insertion and held in place while they expand to fill the ear canal. Improperly inserted earplugs — pushed in without rolling, not inserted deeply enough, or not held during expansion — provide a fraction of their rated protection. A correctly inserted foam earplug provides approximately 30 dB of attenuation. A poorly inserted one may provide as little as 5 dB. Training in correct insertion technique is essential and should be demonstrated during toolbox talks.
Not using the vibration exposure calculator
Many sites have vibrating tools but no systematic approach to calculating daily exposure. The HSE vibration ready reckoner is a simple tool that determines maximum trigger times based on each tool’s vibration magnitude. Without calculating exposure, workers may significantly exceed the EAV or ELV without anyone knowing. Tool manufacturers provide vibration data in the operator’s manual — this data must be used with the calculator to set daily limits.
Gripping tools too tightly
Workers who grip vibrating tools more tightly than necessary transmit more vibration into the hands and arms. A firm but relaxed grip is sufficient. Excessive gripping accelerates HAVS development. Workers should be trained to use the lightest effective grip, to take regular breaks, and to keep hands warm (cold hands are more susceptible to vibration damage). Tool selection also matters — lower-vibration alternatives should be used where available.
Not reporting HAVS symptoms
Many construction workers experience tingling, numbness, or white finger and do not report it — either because they consider it normal, because they fear losing their job or their ability to use tools, or because there is no clear reporting mechanism. Unreported symptoms mean unmanaged exposure continuing to cause further damage. The culture must make clear that reporting protects the worker’s long-term health and that adjusted duties will be provided without penalty.

What are typical noise levels for common construction activities?▾
Approximate noise levels: normal conversation 60 dB(A); circular saw 100 dB(A); angle grinder 95–105 dB(A); breaker or demolition hammer 100–115 dB(A); piling rig 95–110 dB(A); concrete saw 100–110 dB(A); hand drill 90–95 dB(A); nail gun 95–100 dB(A). Most powered tools on a construction site operate above the 85 dB(A) Upper Exposure Action Value. A formal noise assessment is required to confirm actual levels and define hearing protection zones, but these indicative figures demonstrate why hearing protection is required for most tool-based tasks.
Can you be diagnosed with HAVS if you have left the industry?▾
Yes. HAVS symptoms can develop and progress months or even years after exposure has ceased. The damage to blood vessels and nerves in the hands and fingers is cumulative and permanent. Workers who have left the construction industry may still develop symptoms from historical exposure. HAVS is a prescribed industrial disease and affected workers may be eligible for Industrial Injuries Disablement Benefit (IIDB). Early diagnosis through health surveillance while still in employment provides better outcomes and access to occupational health support.
Do anti-vibration gloves actually work?▾
Anti-vibration gloves provide limited protection. ISO 10819 testing shows that most anti-vibration gloves reduce high-frequency vibration but have minimal effect on the low-frequency vibration that causes most damage. They should not be relied upon as a primary control measure. The hierarchy remains: eliminate (use a non-vibrating method), substitute (use a lower-vibration tool), limit exposure time, and use gloves as a supplementary measure only. Keeping hands warm with ordinary insulated gloves may be more effective than anti-vibration gloves in cold conditions, as cold increases susceptibility to vibration damage.
What does health surveillance involve for noise and vibration?▾
For noise: health surveillance includes audiometric testing (hearing tests) conducted by a qualified audiometrician. Baseline testing is carried out when the worker first starts noise-exposed work, with regular follow-ups (typically annually for the first two years, then at three-year intervals if no change is detected). For vibration: surveillance includes a tiered approach — Tier 1 is a screening questionnaire, Tier 2 is a more detailed questionnaire by an occupational health nurse, and Tiers 3–5 involve clinical assessment by an occupational health physician. Health surveillance records must be kept for at least 40 years. Any abnormal result must trigger a review of the worker’s exposure and, where necessary, reduced exposure or redeployment.
