Fatigue at the end of a shift is when most manual handling injuries occur
Workers are significantly more vulnerable to manual handling injury at the end of a long shift, after repetitive lifting, or when working under time pressure. Muscles are fatigued, concentration drops, and shortcuts become tempting. Supervisors must recognise that the last two hours of a physical shift carry the highest manual handling risk and plan work accordingly — scheduling the heaviest lifting tasks earlier in the day and ensuring that mechanical aids are used for all but the lightest loads in the final hours.
3. Common Mistakes
Not using mechanical aids when they are available
The most common manual handling failure on construction sites is workers manually lifting loads that could easily be moved with a trolley, sack truck, pallet truck, or hoist. Mechanical aids are frequently available on site but not used because workers perceive manual lifting as quicker, or because the aid is stored in an inconvenient location. Site managers must ensure that mechanical aids are readily accessible at the point of use and that their use is actively encouraged — not just permitted.
Twisting the back while lifting or carrying
Twisting the torso while lifting or carrying a load is one of the most damaging movements for the lumbar spine. It places asymmetric loading on the intervertebral discs and significantly increases the risk of disc herniation. The correct technique is to turn with the feet, not the waist. Where a load needs to be placed to one side, the worker must reposition their feet to face the destination before lowering the load, rather than rotating the upper body while the feet remain planted.
Handling a load alone when it requires two people
Many construction materials — lintels, kerb stones, paving slabs, plasterboard sheets, lengths of steel — are too heavy or too awkward for one person to handle safely. Attempting a solo lift of a load that requires a team lift is a predictable cause of serious back injury. Workers must be trained to recognise when a load exceeds their individual capacity and to request assistance without hesitation. A culture where asking for help is seen as weakness is a culture that produces avoidable injuries.
Ignoring the effect of fatigue at the end of a shift
Manual handling capacity is not constant throughout the day. After several hours of physical work, muscles are fatigued, reaction times slow, and the risk of poor technique increases markedly. The heaviest and most demanding manual handling tasks should be planned for the first half of the shift where possible. In the final hours, mechanical aids should be used for all but the lightest loads, and workers should be rotated between heavy and light tasks to manage cumulative fatigue.
Not reporting pain or discomfort early
Many workers treat manual handling pain as an occupational inevitability — something to be tolerated rather than reported. This attitude leads to chronic injuries that could have been prevented if reported early. A worker who reports back pain after lifting heavy blocks on Monday can have the task reassessed and controls improved by Tuesday. A worker who ignores the same pain for six months may develop a permanent spinal condition. Early reporting must be actively encouraged, and workers must be assured that reporting discomfort will lead to task improvement, not disciplinary action or loss of work.

What are the HSE guideline weights for manual handling?▾
The HSE publishes guideline figures in L23 (Manual Handling: Manual Handling Operations Regulations 1992 — Guidance on Regulations). For men, the guideline figure is 25 kg when the load is held close to the body at waist height, reducing to 10 kg at arm’s length or above shoulder height. For women, the figures are approximately two-thirds of the male values. However, these are not safe limits. They are thresholds above which a more detailed risk assessment is required. A 20 kg load lifted repeatedly from floor level with poor posture may be more hazardous than a single 30 kg lift with good technique. The assessment must consider the TILE factors — Task, Individual, Load, and Environment — not just the weight alone.
Is formal manual handling training a legal requirement?▾
Yes. The Manual Handling Operations Regulations 1992, Regulation 4(1)(b)(iii), require employers to provide workers with general indications and, where reasonably practicable, precise information on the weight and heaviest side of each load. MHSWR Regulation 13 requires adequate health and safety training on recruitment and when exposed to new risks. The Health and Safety at Work etc. Act 1974, Section 2(2)(c), requires the provision of information, instruction, training and supervision. In practice, this means that every worker who carries out manual handling tasks must receive training in safe lifting technique, the use of mechanical aids, the TILE assessment framework, and the procedure for reporting discomfort or injury.
What is the TILE framework and how is it used?▾
TILE is a structured framework for assessing manual handling risk. Task: does the operation require twisting, stooping, reaching, pushing, pulling, repetitive movements, or sustained holding? What is the frequency and duration? Individual: does the worker have the physical capacity, experience, training, and fitness? Are there pre-existing health conditions? Load: what is the weight, size, shape, centre of gravity? Is it difficult to grip, unstable, sharp, hot, or contaminated? Environment: is there adequate space? Is the floor level, dry, and unobstructed? Are there steps, slopes, temperature extremes, or poor lighting? The TILE assessment should be documented and reviewed whenever the task, personnel, materials, or environment change.
When should a team lift be used instead of a solo lift?▾
A team lift should be used whenever the load exceeds the individual’s safe capacity taking into account all TILE factors, whenever the load is too bulky or awkward for one person to grip and control safely, or whenever the carry route involves steps, slopes, restricted access, or other obstacles that increase risk. As a practical rule, any load over 25 kg, any load wider than the carrier’s shoulder width, any load that obscures the carrier’s view of the route, and any load that cannot be gripped securely with both hands should be assessed for a team lift. Before the lift, agree roles, commands, the route, and the set-down point. All team members must lift and lower simultaneously on a clear verbal command.
