1. Sprinkler Commissioning — The Last Life Safety Step Before Occupation
Sprinkler systems are the most effective passive fire suppression measure available in a building. When properly designed, installed, and commissioned, they control or extinguish a fire in its early stages, protecting life, limiting property damage, and providing additional time for evacuation. Building Control expects a commissioning certificate from a certified engineer before occupation is permitted on any building where sprinklers are required or specified.
Commissioning is not simply turning the system on. It is a structured process that verifies every component of the system — from the water supply and pump sets through the distribution pipework, alarm valves, flow switches, and individual sprinkler heads — operates correctly and meets the design specification. The commissioning must be carried out by an engineer certified under LPS 1301 (Loss Prevention Standard for the approval of sprinkler installers). The resulting commissioning certificate is a critical handover document and a condition of the building's fire strategy.
Allow adequate time for sprinkler commissioning
Sprinkler commissioning requires the water supply to be live, pressure testing to be complete, alarm integration with the fire alarm panel to be operational, and flushing of the entire system to remove debris. Each of these activities needs programme time. Compressing commissioning into the final days before handover creates the risk that defects are not resolved, the commissioning certificate is delayed, and occupation is held up. Not commissioning the system before occupation
A sprinkler system that has been installed but not commissioned is a system that cannot be relied upon to operate in a fire. Without commissioning, there is no verification that the water supply is adequate, that the alarm valves function, that signals reach the fire alarm panel, or that every sprinkler head is correctly installed and unobstructed. Building Control should not permit occupation of a building with an uncommissioned sprinkler system, but programme pressure and commercial urgency can lead to attempts to occupy before commissioning is complete. The commissioning certificate is a life safety document — it must not be treated as a snagging item to be resolved after occupation.

Are sprinklers required in all new homes in England?▾
No. In England, sprinkler systems are mandatory only in residential buildings over 11m in height, as required by Building Regulations Approved Document B (amended 2020). Detached houses, terraced houses, and low-rise flats below 11m are not required to have sprinklers under current English regulations, although many fire authorities recommend them. Wales has gone further — since 2016, all new dwellings in Wales must be fitted with sprinkler systems regardless of height, under the Domestic Fire Safety (Wales) Measure 2011. In Scotland, sprinklers are required in certain building types including care homes, high-rise flats, and large multi-storey buildings under the Scottish Building Standards.
