1. Piling RAMS — A Specialist Activity Requiring Specialist Risk Assessment
Piling is one of the highest-risk activities on a construction site. It involves heavy plant operating in close proximity to workers, penetration of the ground to significant depths with the risk of striking unknown underground services, generation of noise and vibration that can affect neighbouring properties and structures, and the handling of hazardous substances including bentonite slurry and polymer fluids. A generic groundworks RAMS is wholly insufficient for piling operations — the activity demands a specialist, piling-specific risk assessment that addresses each of these hazards in detail.
Piling RAMS must interface with the project's Environmental Management Plan (M8) to address noise, vibration, and contamination risks, and with the Section 61 consent (M9) where one has been obtained from the local authority under the Control of Pollution Act 1974. The RAMS must also address the specific piling technique being used, as each method presents different hazards — driven piling generates significantly more noise and vibration than CFA, while rotary bored piling involves the management of spoil and bentonite slurry.

3. Common Mistakes
Using generic groundworks RAMS for piling operations
Piling is a specialist activity with hazards and risks that are fundamentally different from general groundworks. A generic excavation or groundworks RAMS does not address piling rig stability, underground service strike during penetration to depth, bentonite or polymer management, noise and vibration from driven piles, or the specific lifting operations involved in cage and casing installation. The HSE expects piling RAMS to be written by competent persons with specific piling knowledge, and generic RAMS will not withstand scrutiny during an inspection or investigation.
Not verifying underground services before positioning the rig
Positioning a piling rig without first completing a thorough underground service investigation is one of the most dangerous shortcuts in construction. STATS records must be obtained, a CAT and Genny survey must be carried out, and trial holes should be dug at pile positions where services are identified or suspected. The piling RAMS must include a clear procedure for service verification before each pile position is approved for drilling. Striking a live high-voltage cable, gas main, or fibre-optic trunk during piling can result in fatality, explosion, or major infrastructure disruption.
4. Frequently Asked Questions
Is a separate environmental permit required for CFA or bored piling near watercourses?▾
Potentially yes. If the piling operation involves dewatering and the discharge of groundwater to a watercourse or surface water drain, an environmental permit may be required under the Environmental Permitting Regulations 2016, obtained from the Environment Agency. Bentonite slurry and polymer fluids must not enter watercourses under any circumstances — this would constitute a pollution offence under the Environmental Permitting Regulations. The piling RAMS must include a specific procedure for containment and disposal of drilling fluids, and the Environmental Management Plan (M8) should address these risks.
Who should write the piling RAMS?▾
The piling RAMS should be written by a competent person with specific knowledge and experience of the piling technique being used. In practice, this is usually the piling subcontractor's safety professional or contracts manager, working with the piling rig operator and site engineer. The principal contractor should review the piling RAMS to ensure it interfaces correctly with the site-wide Construction Phase Plan, Environmental Management Plan, and traffic management arrangements. Generic RAMS produced without input from the piling team are unlikely to be adequate.
What training do piling rig operators need?▾
Piling rig operators should hold a relevant CPCS (Construction Plant Competence Scheme) or NPORS (National Plant Operators Registration Scheme) card for the category of rig being operated. They must also have received site-specific induction covering the ground conditions, underground service locations, exclusion zones, and emergency procedures for the particular site. Additional training may be required for specific techniques or rig models. The operator's competence and training records must be available on site and referenced in the RAMS.
