Permit to Work — Fire System Isolation

The Fire System Isolation Permit controls the temporary disablement of fire alarm zones, sprinkler systems, or smoke ventilation during construction activities such as hot works or dust-generating tasks. It requires compensatory fire safety measures including additional fire patrols, portable detection, and notification to the building fire manager. Systems must be reinstated and tested as soon as the activity is complete.

1. Fire System Isolation — The Life-Safety Risk

Fire detection, alarm, and suppression systems are life-safety installations. Unlike most other building services, they exist solely to protect people from death or serious injury. When these systems are isolated — even partially, even for a short period — the building or site loses the ability to detect a fire, warn occupants, or suppress ignition in the affected zone. The permit to work for fire system isolation exists to ensure that every isolation is formally authorised, time-limited, covered by compensatory measures, and restored as soon as the work is complete.

Under the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person has a legal duty to maintain fire safety measures in the premises at all times. Isolating a fire system without formal authorisation, without compensatory measures, or for longer than necessary is a direct breach of this duty. Where a fire occurs during an undocumented or improperly managed isolation, the consequences — both human and legal — are severe.

Fire system isolation is routinely required during construction, fit-out, and refurbishment works. Dust-generating activities such as cutting, grinding, drilling, and chasing trigger smoke detectors and cause false alarms that disrupt the building and desensitise occupants. However, the solution is not to disable the system and forget about it. The solution is a controlled, documented isolation with a fire watch in place for the duration and a formal restoration process once the work is complete.

Isolating without a fire watch is unacceptable

Any period during which a fire detection or suppression system is isolated and no compensatory fire watch is in place represents an uncontrolled gap in fire protection. This is not a procedural technicality — it is a period during which a fire in the affected zone will not be detected automatically, the alarm will not sound, and suppression will not activate. Occupants and workers in the zone have no warning and no protection. A fire watch must be in continuous operation from the moment of isolation until the moment of restoration, without exception.

2. Fire System Isolation PTW — Required Content

The fire system isolation permit to work must contain sufficient detail to identify which systems and zones are affected, who authorised the isolation, what compensatory measures are in place, and when the system must be restored. The following table sets out the fields that must be completed on every fire system isolation permit.

Isolation carried out byThe name and competence of the person who physically carries out the isolation at the fire alarm panel or system controller. This person must be trained and competent to operate the specific system installed in the building. Their actions must be verified and recorded.
Compensatory measuresThe specific compensatory measures in place for the duration of the isolation. As a minimum: a dedicated fire watcher in continuous attendance in the affected zone, equipped with a means of raising the alarm (radio, mobile phone, manual call point in an adjacent live zone). Additional measures may include portable fire extinguishers, temporary detection devices, and notification to the fire brigade.
Time limitThe maximum duration of the isolation. Isolations must be time-limited — open-ended isolations are not acceptable. The permit must state the start time, the maximum end time, and the requirement for a new permit if the isolation needs to be extended beyond the original time limit.
Fire brigade notificationConfirmation of whether the fire brigade has been notified of the isolation. Where the building has an automatic fire alarm connection to the fire brigade (via a monitoring centre), the monitoring centre must be informed of the isolation and the expected restoration time. Failure to notify can result in delayed attendance or unnecessary mobilisation.
Restoration procedureThe steps required to restore the system to full operational status after the work is complete. This must include testing of the restored zone (walk test of detectors, sounder check, flow test for sprinklers as applicable), verification at the fire alarm panel, and notification to the monitoring centre that the system is back in service.
Close-out signatureThe signature of the person who restored the system, the signature of the Responsible Person (or delegate) confirming restoration, and the date and time of restoration. The permit is not closed until both signatures are recorded and the fire alarm panel shows the zone as active.

3. Common Mistakes

Whole-system isolation instead of zone-by-zone

Isolating the entire fire detection system when only one zone is affected by the work is one of the most common and most serious failures. Whole-system isolation removes fire protection from every part of the building, including areas where no construction work is taking place and where occupants may be present. Zone-by-zone isolation limits the unprotected area to the minimum necessary. The only circumstance in which whole-system isolation may be justified is where the system architecture does not support zone isolation — and in that case, the compensatory measures must cover the entire building.

No fire watch during isolation

A fire system isolation without a fire watch in continuous attendance is an uncontrolled gap in fire protection. The fire watch must be a dedicated person whose sole duty during the isolation is to patrol the affected zone, monitor for signs of fire, and raise the alarm if necessary. Assigning fire watch duties to a person who is also carrying out construction work, or relying on periodic checks rather than continuous attendance, does not constitute a fire watch.

Isolation left overnight or over a weekend without restoration

Permits must be time-limited and systems must be restored at the end of each working period. Leaving a fire system isolated overnight, when the building may still be occupied or when no fire watch is present, is a direct breach of the Responsible Person duty under the RRO 2005. If the work is not complete by the end of the shift, the system must be restored and a new permit issued the following day.

Failure to notify the fire alarm monitoring centre

Where the building has an automatic fire alarm connection to a monitoring centre (which relays signals to the fire brigade), the monitoring centre must be informed of the isolation. If they are not notified, the monitoring centre may interpret the loss of signal as a fault or fire condition and mobilise the fire brigade unnecessarily. Conversely, if a fire does occur in an adjacent zone, the monitoring centre needs to know that part of the system is isolated so they can communicate this to the attending crews.

No restoration testing after the system is brought back online

Restoring a fire system is not simply a matter of pressing a button on the fire alarm panel. The restored zone must be tested to confirm that detectors are communicating with the panel, sounders are operating, and suppression systems are charged and functional. Without a post-restoration test, there is no assurance that the system is actually working. A permit that is closed out without evidence of testing is incomplete.

5. Frequently Asked Questions

Can the person carrying out the construction work also act as the fire watcher?

No. The fire watcher must be a dedicated person whose sole duty during the isolation is to monitor the affected zone for signs of fire and to raise the alarm if necessary. A person who is simultaneously carrying out cutting, grinding, drilling, or any other construction activity cannot maintain the level of vigilance required to detect an early-stage fire. The fire watch role requires continuous observation and freedom of movement throughout the isolated zone — this is incompatible with performing construction work at a fixed location.

How long can a fire system isolation remain in place?

Each isolation must be time-limited to the minimum duration necessary to complete the work that requires it. Open-ended isolations are not acceptable. In practice, isolations should be limited to a single shift or a defined working period. The system must be restored at the end of each shift unless a continuous fire watch is maintained through the non-working period. Leaving a system isolated overnight without a fire watch is a serious failure that exposes the building and its occupants to undetected fire risk.

Does the fire brigade need to be notified of every isolation?

Where the building has an automatic fire alarm connection to the fire brigade via a monitoring centre, the monitoring centre must be informed of every isolation and the expected restoration time. This prevents unnecessary mobilisation if the monitoring centre detects a zone fault, and ensures the fire brigade has accurate information about the status of fire systems if they are called to the building for any reason during the isolation period. For buildings without an automatic connection, notification is not legally required but is good practice for significant or extended isolations.

What happens if sprinkler heads need to be isolated for ceiling works?

Sprinkler isolation requires the same permit-to-work process as detection system isolation. The sprinkler zone valve must be closed by a competent person, and the isolation must be recorded on the permit. Compensatory measures must include a fire watch and additional portable fire extinguishers in the affected area. The insurer must be notified of any sprinkler isolation — failure to notify can void the building insurance. Once the work is complete, the sprinkler system must be restored, the zone valve reopened, and a flow test carried out to confirm the system is operational before the permit is closed.
