1. The ITP — Planning Quality Before Construction Starts

The ITP is the quality equivalent of the Method Statement. Where a RAMS sets out how work will be carried out safely, the ITP sets out how compliance with specification and design will be verified at each stage. An ITP produced after work has started misses its primary purpose — it should drive the inspection and testing regime from day one.

Hold points are the most critical mechanism within an ITP. They define moments where no further progress is permitted until a competent person has inspected the work and formally signed it off. Without hold points, quality verification becomes retrospective and reactive rather than planned and preventative. The distinction between Hold, Witness, Review, and Surveillance points must be understood by every member of the project team.

Implementation is everything

An ITP is only as good as its implementation — the discipline of stopping at hold points and obtaining sign-off is what delivers quality. A beautifully formatted ITP that is not followed on site adds no value whatsoever.

2. ITP — Standard Column Structure

A well-structured ITP follows a consistent column format that captures every aspect of the inspection and testing requirement. Each row represents a discrete activity or stage of work, and each column defines a specific dimension of the quality control requirement for that activity.

3. Common Mistakes

Preparing the ITP after construction has started

The ITP must be prepared, reviewed, and agreed before the relevant work begins. An ITP produced after construction has started is a retrospective exercise that cannot deliver its primary purpose — planning and controlling quality verification in advance of the work.

Treating every control point as a witness point rather than using hold points

Hold points are more onerous than witness points because they require work to stop until sign-off is obtained. Some teams avoid hold points to prevent programme delays. This undermines the entire quality control system — hold points must be used where the consequences of non-compliance are significant or irreversible.

Generating inspection records but not filing them systematically

Inspection records produced under the ITP must be filed, referenced, and retrievable. Records that are completed but then lost in email chains or personal folders cannot demonstrate compliance when required. Under the Building Safety Act 2022, these records form part of the golden thread.

Not cross-referencing ITPs with the construction programme

The ITP and the construction programme must be aligned. Inspection and testing dates must be planned into the programme so that the right people are available at the right time. An ITP that is not linked to the programme will result in missed inspections and hold points being bypassed.

Using a generic template without tailoring to the specific project

Every project has unique specification requirements, design details, and contractual obligations. A generic ITP template that has not been tailored to the specific project will miss critical inspection points and reference incorrect standards or acceptance criteria.

Is an ITP a legal requirement?

Not specifically required by UK legislation, but ITPs are a contractual requirement on most major construction projects. They are a standard quality management tool under ISO 9001:2015 and are increasingly expected as part of the golden thread documentation under the Building Safety Act 2022 for higher-risk buildings.

What is the difference between an ITP and a Method Statement?

A Method Statement (within a RAMS) describes HOW work will be done — the sequence, resources, plant, and safety controls. An ITP describes HOW COMPLIANCE WILL BE VERIFIED — what inspections and tests will be carried out, by whom, at what frequency, against what standard, and what evidence will be produced. They are complementary documents that serve different purposes.

What is the golden thread under the Building Safety Act 2022?

The golden thread is the continuous record of building information that must be created, maintained, and kept up to date throughout the lifecycle of higher-risk buildings (HRBs). It includes design information, construction records, inspection and test records, and as-built information. ITPs and the inspection records they generate form a key part of this golden thread.

How many ITPs does a typical project need?

The number of ITPs depends on the complexity of the project and the number of distinct work elements. A typical approach is to prepare one ITP per significant construction element or work package — for example, piling, substructure concrete, superstructure steelwork, cladding, M&E installations. A complex project may have 20-30 or more ITPs.
