3. Common Mistakes
The LARC carrying out their own clearance inspection
The 4-stage clearance must be carried out by an independent UKAS-accredited analyst, not by the LARC. The LARC has a commercial interest in the clearance passing quickly so they can demobilise from site. HSG248 explicitly requires the analyst to be independent of the LARC — not employed by, sub-contracted to, or financially dependent on the removal contractor. Using a non-UKAS accredited analyst for the clearance

The visual inspection (Stage 2) must be thorough and exacting — even small amounts of residual dust or debris constitute a failure. The air test (Stage 3) must include adequate disturbance of surfaces to ensure the results are representative. Is the 4-stage clearance required for notifiable non-licensed work (NNLW)?▾
The full 4-stage clearance procedure as described in HSG248 is specifically required for licensed asbestos removal. For NNLW, a 4-stage clearance is not a statutory requirement, but HSE guidance recommends that a visual inspection and, where appropriate, reassurance air monitoring should be carried out after NNLW to confirm that the area has been adequately decontaminated.
