RAMS — Plastering and Drylining

This RAMS covers wet plastering, dry lining, and boarding operations. It addresses manual handling of plasterboard sheets, dust from cutting and sanding, stilts and platform use for high-level work, and skin irritation from gypsum-based products. Dust control measures including LEV or RPE are required when cutting board materials.

1. What It Covers

A RAMS for plastering and drylining must address the full range of activities within this work scope — from wet plastering with gypsum and lime-based products through to dry lining with plasterboard, metal framing systems, and jointing compounds. Despite being perceived as a lower-risk trade, plastering and drylining presents significant COSHH, manual handling, and service strike hazards that are frequently underestimated.

The RAMS should cover skim plastering, multi-coat plasterwork, dot and dab, metal stud partitioning, ceiling lining, drylining to masonry walls, taping and jointing, and any associated cutting, chasing, or fixing operations. Each activity generates distinct dust exposures and manual handling demands that must be individually assessed — a single generic statement will not satisfy the COSHH Regulations or the Manual Handling Operations Regulations.

Service strikes are a leading cause of serious injury in this trade

Plasterers and dry liners routinely fix into walls and ceilings without knowing the exact position of concealed electrical cables, water pipes, or gas lines. Every fixing operation carries a service strike risk. The RAMS must require cable detection (CAT scan or equivalent) before any mechanical fixing, and all operatives must be trained in safe fixing techniques and the emergency procedure if a service is struck.

2. Dust Workplace Exposure Limits

Plastering and drylining generates significant airborne dust. The COSHH Regulations 2002 require the employer to prevent or adequately control exposure to hazardous substances. The following table sets out the workplace exposure limits (WELs) for the dust types most commonly encountered in this trade. All values are 8-hour time-weighted averages (TWA) as published in EH40/2005 (Fourth Edition, 2020).

RCS at 0.1 mg/m3 is one of the lowest WELs in construction

Respirable crystalline silica has a WEL of just 0.1 mg/m3 — one hundred times lower than general inhalable dust. This limit can be exceeded within minutes of dry cutting or chasing masonry without dust suppression. Where plasterers chase into blockwork or concrete for services, a COSHH assessment specific to RCS must be in place and controls (water suppression, on-tool extraction, RPE) must be provided and enforced.

3. Manual Handling

Plasterboard handling is one of the most physically demanding activities in drylining. A standard 2400 x 1200mm board at 12.5mm thickness weighs approximately 22kg, and boards are frequently handled overhead or in awkward positions. The Manual Handling Operations Regulations 1992 require the employer to avoid hazardous manual handling so far as reasonably practicable, and where it cannot be avoided, to assess the risk and reduce it to the lowest level reasonably practicable.

Ceiling board fixing without a drywall lift is one of the highest MSD risks in fit-out

Manually holding a 22kg plasterboard overhead while fixing it to a ceiling is one of the most physically demanding tasks in construction. It places extreme load on the shoulders, neck, and upper back and is a leading cause of musculoskeletal disorders (MSDs) in the drylining trade. A drywall lift (board hoist) eliminates this risk entirely and should be specified as mandatory in the RAMS for all ceiling work.

5. Competence Requirements

Plastering and drylining operatives require trade-specific qualifications and a valid CSCS card to work on most UK construction sites. The RAMS must confirm that all operatives hold the required competence and that evidence has been verified before work begins.

CSCS Industry Accreditation (IA) cards expired January 2025

The CSCS IA card was a transitional card issued to experienced operatives who had not achieved an NVQ. All IA cards expired on 31 January 2025 and are no longer valid for site access. Any plastering or drylining operative still presenting an IA card must not be permitted to work until they have obtained a valid CSCS card underpinned by an NVQ or are registered on a qualifying pathway with a valid Provisional card.

6. Common Mistakes

No COSHH assessment for dust exposure

Gypsum dust is frequently dismissed as harmless because it is not classified as a hazardous substance. However, the workplace exposure limit for inhalable dust (10 mg/m3) and respirable dust (4 mg/m3) still applies. Sanding jointing compound in an enclosed room without extraction can exceed the WEL within minutes. A COSHH assessment must be completed for every dust-generating activity in the plastering and drylining work scope.

No cable detection before fixing

Fixing plasterboard to walls and ceilings with screw guns is one of the most common ways concealed cables and pipes are struck. Every fixing operation must be preceded by a cable detection scan. The RAMS must mandate the use of a cable detector (CAT scan or equivalent) and specify the procedure for identifying and avoiding concealed services. Reliance on visual inspection alone is not adequate.

Manual ceiling board fixing without a drywall lift

Holding a 22kg plasterboard overhead while fixing it to ceiling joists or a metal grid is one of the highest musculoskeletal disorder risks in the fit-out trades. A drywall lift eliminates the overhead holding hazard entirely. The RAMS must specify that a drywall lift is used for all ceiling board fixing and that manual overhead fixing is prohibited.

Accepting expired CSCS IA cards

CSCS Industry Accreditation cards expired on 31 January 2025. Any operative presenting an IA card no longer holds a valid CSCS card and must not be permitted on site. Principal contractors and site managers must check card validity at induction and reject expired IA cards. Operatives should be directed to obtain an NVQ-backed Blue Skilled Worker card or register for a Provisional card.

Ignoring RCS exposure from chasing and cutting

Where plasterers chase into blockwork or concrete for services, or cut masonry with a disc cutter, respirable crystalline silica is released. RCS has a WEL of just 0.1 mg/m3 and is a Category 1A carcinogen. A separate COSHH assessment for RCS must be in place, water suppression or on-tool extraction must be used, FFP3 RPE must be provided, and health surveillance must be implemented for operatives with regular exposure.

7. Frequently Asked Questions

Is gypsum dust a hazardous substance under COSHH?

Gypsum (calcium sulphate dihydrate) is not classified as a hazardous substance under CLP. However, the COSHH Regulations still apply because the workplace exposure limits for inhalable dust (10 mg/m3) and respirable dust (4 mg/m3) must not be exceeded. Sanding, cutting, and mixing gypsum-based products generates significant airborne dust that can exceed these limits in enclosed or poorly ventilated areas. A COSHH assessment is required for all dust-generating activities.

When is health surveillance required for plastering and drylining operatives?

Health surveillance is required where operatives are regularly exposed to respirable crystalline silica (RCS) — for example, from chasing into blockwork or cutting masonry. The surveillance programme should include a baseline health questionnaire and lung function testing, with periodic reviews. For gypsum dust alone, health surveillance is not typically required unless exposure levels are consistently near or above the WEL, but the COSHH assessment must document the rationale for the decision either way.

Are CSCS IA cards still valid for plastering and drylining operatives?

No. All CSCS Industry Accreditation (IA) cards expired on 31 January 2025. Operatives who previously held IA cards must now obtain an NVQ Level 2 in their trade (Plastering or Interior Systems) and apply for a Blue Skilled Worker card. In the interim, operatives who are registered for an NVQ may be eligible for a Provisional card, which provides temporary site access while the qualification is being completed.

What RPE is required for plasterboard sanding?

For general gypsum dust from sanding jointing compound or plasterboard, an FFP2 disposable mask or equivalent half-face respirator with P2 filter is the minimum standard. Where the task involves sanding in an enclosed space or for prolonged periods, powered air-purifying respirator (PAPR) equipment should be considered to reduce respiratory fatigue. Where RCS may be present (e.g. sanding sand-based render), FFP3 or equivalent is required. The COSHH assessment must specify the RPE standard for each task.
